Comprehensive meeting of the State Security Council of Turkmenistan

On January 22, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, General of the Army Serdar Berdimuhamedov, chaired a comprehensive meeting of the State Security Council. At the meeting, the results of the work carried out by the country's military and law enforcement agencies in 2024 were summed up and the main tasks set for these structures this year were determined. First, Secretary of the State Security Council, Minister of Defense B. Gundogdyev made a speech and reported on the specific measures taken in the past year to implement the Program for the Development of the Armed Forces of our country, widely introduce digital systems, improve the professional level of military personnel, and improve the quality of life. The report also noted the work carried out to release military personnel serving on call-up and to call up citizens of Turkmenistan for military service, as well as preparations for the Day of Defenders of the Fatherland. Commenting on the report, our esteemed President Serdar Berdimuhamedov said that in 2024, a series of various measures aimed at strengthening the potential of the Armed Forces of Turkmenistan were consistently carried out. The Head of State noted that relevant work was carried out to strengthen the material and technical base of the Armed Forces and increase the country's defense capabilities, and said that work on improving and developing the Armed Forces of our country would continue in 2025. Providing the Armed Forces with modern military equipment and technology, and training military specialists who can master innovative technologies in the military sector in accordance with modern requirements, were identified as priority tasks. The Secretary of the State Security Council, the Minister of Defense, was instructed to monitor issues related to further strengthening the material and technical base of the military units of the Armed Forces and further improving the living conditions of military personnel. Then, Prosecutor General B. Muhamedov reported on the results of the work carried out by the prosecutor's offices in 2024, the measures taken to improve the work of these institutions through the use of modern practices and digital systems, the modernization of their material and technical base, as well as the conditions created for the effective service of prosecutor's office employees and the improvement of the living standards of their family members. Hearing the report, the Supreme Commander-in-Chief of the Armed Forces of our country identified the implementation of prosecutorial supervision over the implementation of laws, the legality of legal documents, and the prevention of violations of the law as important tasks. The Head of State also stated that it is an important requirement to properly implement the tasks set forth in the Program for Developing the System of Prosecutor's Office Institutions for 2022-2028 and the Plan of Measures to be Taken for Its Implementation, and gave specific instructions to the Prosecutor General in this regard. Then, the Minister of Internal Affairs M. Khydyrov reported on the work carried out in the country in 2024 to ensure public order and prevent violations of the law. In addition, he spoke about the measures taken to equip the structures under the Ministry with the latest technologies, implement a digital system, and ensure strict compliance with fire safety and traffic rules. He also provided information about modern similar facilities that were put into operation in the regions of the country last year and at the beginning of 2025. After listening to the report, our esteemed President Serdar Berdimuhamedov noted the need to further improve the work of internal affairs bodies, including traffic police and fire safety services. In this regard, it was noted that it is important to conduct explanatory work on compliance with traffic and fire safety regulations. At the same time, the Supreme Commander-in-Chief of the Armed Forces of our country emphasized the importance of modernizing the material and technical base of the Ministry, introducing a digital system and advanced practices in all departments under its jurisdiction, and gave a number of specific instructions to continue work aimed at improving the living conditions of employees. The Chairman of the Supreme Court, B. Khojamguliev, reported on the results of the work carried out by his departments over the past year, the measures taken to introduce digital systems into the judicial process in accordance with the instructions of the President, as well as the implementation of the tasks envisaged in the relevant Development Program and the work carried out to improve the professional level of judges. Listening to the report, the head of state noted that special attention should be paid to the selection of high-level specialists and stressed the importance of continuously improving the professionalism and educational level of judicial personnel. The Supreme Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan instructed to monitor the work on clarifying the essence of national legislation, improving legal culture, as well as the timely implementation of the Program for the Development of the Judicial System of Turkmenistan for 2022-2028. In this regard, President Serdar Berdimuhamedov emphasized the importance of continuously improving the judicial system and improving the professional level of judges, and gave relevant instructions to the Chairman of the Supreme Court. Then, the Minister of National Security N. Atagaraev reported on the results of the work and measures taken to ensure peace and tranquility in the country, as well as the introduction of modern methods and advanced technologies to successfully solve the tasks set before the structure. The Supreme Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan, having listened to the report, drew attention to the tasks set. In this regard, President Serdar Berdimuhamedov, noting the need to consistently improve the work carried out to reliably ensure the national security of the country, gave specific instructions to the minister. Then, the Chairman of the State Border Service, Y. Nuryev, reported on the results of the work carried out by the structures under his leadership over the past year, as well as on the measures taken, in accordance with the instructions of the Head of State, to modernize the material and technical base of the border units and create decent service and living conditions for the defenders of the Motherland. Listening to the report, the Supreme Commander-in-Chief of the Armed Forces of the Republic of Turkmenistan noted that the state border of Independent, Permanent Neutral Turkmenistan is a border of friendship and brotherhood with neighboring countries. Our esteemed President Serdar Berdimuhamedov spoke about the importance of ensuring reliable protection of our sacred border, further improving the work of border troops, and consistently modernizing the material and technical base of the State Security Service. At the same time, the head of state instructed the head of the Service to monitor activities aimed at further improving the living conditions of military servants. Then, Minister of Justice M. Taganov reported on the results of the work carried out in 2024 to modernize the national legislative framework in accordance with modern requirements and widely introduce digital systems. He also reported on the work carried out to educate citizens about their rights and responsibilities and provide legal assistance to the population. Commenting on the report, President Serdar Berdimuhamedov noted the importance of continuing work to bring the national legislative system into line with the generally recognized norms of international law. The head of state noted that draft legal acts developed by government agencies must comply with the Constitution of Turkmenistan and current laws, and the minister gave a number of specific instructions. The Head of the State Customs Service, M. Hudaykuliev, reported on the work carried out last year, the fulfillment of the instructions of the Supreme Commander-in-Chief of the Armed Forces of our country to improve the material and technical base of the Service, as well as specific measures taken to effectively implement the Program for the Development of its Work. Commenting on the report, the head of state noted that the increase in the volume of commodity circulation in our country and the expansion of transport and logistics opportunities require high-level organization of customs work, including the provision of reliable customs control. Honorable President Serdar Berdimuhamedov drew attention to the tasks set for the State Customs Service and instructed to monitor the provision of customs terminals with modern inspection and control equipment, increase their throughput capacity, and continuously develop international cooperation with similar structures. Then, the Head of the State Migration Service A. Sazakov reported on the results of the work carried out in the past year, the measures taken to successfully fulfill the tasks set for the service. The report also mentioned the work of the staff of this structure within the framework of the implementation of the Service Development Program, the creation of the necessary conditions for improving their professional skills, and the holding of a regional ministerial conference on the elimination of statelessness in Central Asia in November 2024 in Ashgabat. Listening to the report, the Supreme Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan stressed the importance of constantly improving the work of the Service, including migration services. The Head of State identified the issues of continuous improvement of the material and technical base of the Service, expansion of international cooperation, further improvement of living conditions, and training of personnel as important tasks facing the Service, and gave instructions in this regard. Then, addressing the participants of the meeting, the Honorable President noted that, in accordance with the requirements of our defensive Military Doctrine, programmatic work is being carried out to ensure the military security and integrity of our independent, permanent neutral state at the highest level, strengthen the country's defense capabilities, as well as further improve the living conditions of the defenders of the Motherland and their family members, and this work will continue. Defender of the Fatherland Day is celebrated in our country every year on January 27. This holiday is a clear testimony to the great trust, boundless respect and concern for the servicemen and employees of our country's military and law enforcement agencies, the head of state said. As noted, it is the sacred duty of the defenders of the Fatherland to faithfully serve the Fatherland, reliably protect its sacred independence, sovereignty, territorial integrity and constitutional order, ensure the rule of law, and protect the rights, freedoms and legitimate interests of individuals and citizens, as well as the interests of society and the state. Taking the opportunity, our esteemed President sincerely congratulated all military personnel and employees of the country's military and law enforcement agencies on the upcoming Defender of the Fatherland Day.
