Meeting of the Cabinet of Ministers of Turkmenistan

On July 19, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers through digital channels. Several issues related to state life were considered in it. First, the Speaker of the Mejlis informed D. Gulmanova about the ongoing legislative work. In particular, the results of the sixth meeting of the seventh convocation of the national parliament held on July 13 of this year were reported. Bills on amendments and additions to Turkmenistan's Budget, People's Social Protection, Sanitary Codes, Physical Education and Sports, State Scientific and Technical Policy, Scientific Institutions, Anti-Doping in Sports, Breeding Laws and some other legislation are discussed at the meeting. was discussed and accepted, the information of the authorized representative on human rights in Turkmenistan - Justice was heard. It was said that the representatives of the UN Children's Fund, the People's Fund and the International Organization for Migration participated in the training sessions organized by the OSCE Center in Ashgabat together with the relevant state institutions of the country. The representative of the Parliament was on a working visit to participate in an event held by the Organization for Security and Cooperation in Europe in The Hague, Kingdom of the Netherlands. Deputies of the Mejlis took part in the activities held at the extensive session of the Cabinet of Ministers to publicize the tasks set by the Turkmen leader for the industries, the social and economic reforms implemented in the country, the goals and meaning of the adopted solutions, and the political and social importance of the 33rd anniversary of Independence. The President Serdar Berdimuhamedov said that it is important to pay special attention to the development of new draft laws that meet the requirements of the present time by modernizing the legal framework of the country. In this regard, it was noted that it is necessary to effectively continue the activities in this field. Vice-Premier H. Geldimyradov reported on the measures taken in connection with the regulation of fees for taking the topologies of integrated microcircuits under state registration in accordance with the instructions of the President. As it was mentioned, based on the initiatives of the Turkmen leader for the innovative development of our national economy, large-scale work is being carried out to improve the intellectual property rights protection system of the country in accordance with international practice. Turkmenistan joins 15 international agreements in this system and actively cooperates with the World Intellectual Property Organization and the Eurasian Patent Organization. Along with this, it was noted that the "Program for the development of the intellectual property system of Turkmenistan for 2021-2025" is being successfully implemented. Within the framework of the program, in 2023, the Law of Turkmenistan "On legal protection of topologies of integrated microcircuits" was adopted. According to the law, the amount of fees and the procedure for their payment are determined by the Cabinet of Ministers for the implementation of actions related to the state registration of topologies of integrated microcircuits. In this regard, the Vice-Premier presented the draft Resolution for consideration by the President. Commenting on the report, the Turkmen leader emphasized the need to continue improving the country's intellectual property rights protection system in accordance with international practice. The President of the Republic of Uzbekistan signed the relevant Resolution in this regard, sent the document to the Vice-Premier via the digital system and gave several specific instructions. Vice Premier B. Amanov reported on the work on increasing the capacity of the liquefied gas storage and shipping facilities of the Turkmenbashi complex of oil refineries of the Turkmennebit State Concern. As mentioned, as a result of oil processing by a complex of factories, liquefied gas is also produced along with various types of oil products. A special terminal service is used to store it and ship it to consumers. In order to increase the capacity of these facilities, necessary works are being carried out to expand the terminal for storage and shipment of liquefied gas, located near the complex of oil refineries in Turkmenbashi, and to increase its capacity. Commenting on the report, the President noted that great attention is being paid to modernizing oil refining facilities, improving systems for storage and shipping of oil products. In this regard, it was emphasized that increasing the capacity of facilities that store and ship liquefied gas produced in the complex of oil refineries in Turkmenbashi is important for the further development of the oil and gas industry. The Turkmen leader supported the proposal prepared in this regard and instructed the vice-premier to carry out the relevant work. Vice Premier T. Atahalliyev reported on seasonal agricultural work in the provinces of the country. As it was mentioned, at present, appropriate work is being carried out to transport wheat harvested in the provinces from grain receiving points to warehouses and elevators, and to place them. In order to lay the foundation for the next year's harvest, measures are being taken to plow and level the fields freed from the grain harvest, and to prepare high-quality wheat seeds. Fields planted with guava are treated with row crops, fed with mineral fertilizers, and treated with growth water. Effective work is being carried out to grow yams, vegetables and other agricultural crops, to supply the population with these products in sufficient quantities, and preparations are being made for the autumn planting season. Commenting on the report, the President emphasized the importance of continuing the integrated development of the agricultural sector and instructed to strictly monitor the transportation of wheat harvested in the regions of the country from the receiving points to warehouses and elevators. The Turkmen leader said that it is necessary to lay the foundation for the next year's wheat harvest, to prepare the land for the planting season, and emphasized the importance of preparing high-quality wheat seeds. The Turkmen leader said that it is important to strictly control the maintenance of the cultivated fields in accordance with agrotechnical standards and instructed the vice-premier to conduct the cultivation of other seasonal agricultural crops in an appropriate manner. Vice Premier of the Cabinet of Ministers B. Annamammedov reported on the work being done to introduce a digital system to the work of the supervisory bodies. As mentioned, great work is being done in the field of comprehensive development of our country under the leadership of the President of the Republic of Azerbaijan, with the continuous introduction of new innovative technologies and information and communication equipment that meet international standards, and the transition to a digital system is being successfully continued. In order to fulfill the tasks set out in the "State Program for the Development of the Digital Economy in Turkmenistan for 2021-2025", relevant work is being done to transfer public services to the digital system and create favorable conditions for citizens to be able to pay for services online. In this regard, the Ashgabat City Government has developed a "Central Electronic System" project for public service institutions and launched a number of programs in stages. With the launch of the project, it was established to maintain the register of residential buildings, buildings, houses, and citizens in the capital in modern ways. It has also created an opportunity for the institutions and businesses providing public services to conduct their service reports electronically. The digital services portal of the Ashgabat City Hall and the mobile application "Digital City" are being launched in stages and are being continuously improved. In addition, public utility bills are placed on the public service portal (e.gov.tm), which is a one-stop system, and mobile applications widely used in the country. Commenting on the report, the Turkmen leader noted that the capabilities of the digital system are widely implemented in the country. Community services offered to the public are constantly being improved. Favorable conditions are created for citizens to be able to pay for services through the digital system. The President emphasized the importance of continuously improving the implementation of the "Central Electronic System" project in the digitalization of public services in the capital, and gave several specific instructions to the Vice-Premier. Vice Premier B. Atdayev reported on the ongoing work on organizing the sale of school goods. The enterprises of the Ministry of Trade and Foreign Economic Relations carry out relevant activities based on cooperation with the producers and suppliers of the country in order to provide the shopping centers with school supplies, school and sports clothes, and shoes. In order to develop the digital network and establish modern services for the public, they will establish the services of offering these goods to the public through e-commerce stores and delivery services. Also, the vice-premier said that it is proposed to organize the sale of school goods in the provinces, districts, Ashgabat and Arkadag cities from August 1 to September 5 of this year. Commenting on the report, President Serdar Berdimuhamedov emphasized the importance of constantly studying the needs of the population for various types of goods and increasing the abundance of the domestic market. It is also necessary to organize mobile shopping centers in preparation for the new school year. The Turkmen leader said that they should be fully provided with the necessary goods for students and instructed the vice-premier to carry out relevant work in this regard. Vice Premier M. Mammedova reported on the organizational issues of holding the international film festival "Gorkut ata" in the country. It is planned to organize this event in November of this year, according to the plan approved by the President's decision on January 4, 2023. As mentioned, within the framework of the creative event, with the participation of the Secretary General of TURKSOY, it is planned to hold a conference of directors of the cinematography system of Turkish states, to organize the screening of films of the countries participating in the festival in Ashgabat cinemas and film concert centers, and to hold skill classes with famous foreign artists and directors. Guests participating in the film festival will visit the city of Arkadag, the Seyit Jemaleddin Monument Complex, the National White Wheat Museum in Anew, which was declared the "Cultural Capital of the World of Turkey" in 2024, the International Akhalteke Equestrian Sports Complex, the Galkynysh National Equestrian Games. are scheduled to watch their band perform. In order to ensure the organized participation of foreign guests in the international film festival, the proposal to hold the creative forum on November 4-5 of this year was submitted to the consideration of the Turkmen leader. Commenting on the report, President Serdar Berdimuhamedov noted that many events are being organized at a high level in the country on the occasion of the declaration of Anew as the "Cultural Capital of the Turkish World" in 2024. The Turkmen leader supported the proposal to hold the international film festival "Gorkut ata" in the country and instructed the vice-premier to carry out the related work. Vice Premier B. Orazdurdyyeva reported on the activities related to sending the national team to the XXXIII Summer Olympic Games, which will be held in Paris from July 26 to August 11 of this year. According to the invitation of the head of the International Olympic Committee, athletes from our country will participate in the Olympic Games in judo, weightlifting, athletics and swimming. At present, relevant work is being carried out to organize the sending off ceremony of the 19-member sports delegation of Turkmenistan. On July 22, the sending off ceremony of the national team of Turkmenistan is planned to be held in the "Sport" hotel of the Olympic settlement in the capital, with the participation of the heads of public associations, National Olympic and Paralympic committees, national sports federations, and students. In this regard, several proposals were presented to the Turkmen leader for holding this important event. Listening to the report, the President emphasized that great importance is attached to the development of mass sports and physical education in the country. As mentioned, a great deal of experience has been gathered in developing the sports system at the international level in Turkmenistan. Our students regularly participate in competitions of various levels and win prizes. In this regard, the Turkmen leader instructed the vice-premier to make good preparations for the ceremonial send-off of the national team of the country, which will participate in the XXXIII Summer Olympic Games of the Republic of France in Paris, and to hold it at a high organizational level. Vice Premier of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the preparation of the Plan for strengthening international cooperation in the field of renewable energy resources of Turkmenistan for 2025-2030. As mentioned, on the basis of the initiatives of the Turkmen leader, special attention is paid to issues that are strategically important in the country's global agenda, in particular, issues such as strengthening energy security, transition to a "green" economy related to climate change, and regular use of energy resources. Today, the world's energy needs are increasing. This makes it possible to solve urgent problems such as ecology and environmental protection. As it is known, comprehensive work is being carried out in the country to implement the Law of Turkmenistan "On Renewable Energy Sources" and the "National Strategy for the Development of Renewable Energy in Turkmenistan until 2030". In addition, necessary measures are being taken to successfully fulfill the country's obligations arising from the Paris Agreement on climate change and the United Nations Framework Convention on Climate Change. A number of recommendations have been prepared in order to activate effective cooperation in this system, and to coordinate the work carried out by the relevant ministries and departmental administrative bodies of the country at the international level. It is proposed to develop a draft Plan on strengthening international cooperation in the field of renewable energy resources of Turkmenistan for 2025-2030. For this purpose, close cooperation with related international organizations, financial institutions, research centers and organizations is planned. In the first half of September of this year, the Secretariat of the United Nations Framework Convention on Climate Change, the United Nations Development Program, the Environment Program, the Organization for Industrial Development, the Organization for Security and Co-operation in Europe, the World Environment Organization will meet at the international level to discuss the issues of preparing the draft plan. It is proposed to organize an international conference with the participation of representatives of the Central Asia Regional Ecological Center of the Foundation. In addition, in the second half of September of this year, it is proposed to send a delegation of Turkmenistan to Abu Dhabi, United Arab Emirates, to discuss a wide range of issues related to the development of renewable energy with the leaders of the International Agency for Renewable Energy Sources (IRENA). In order to attract investments based on high technologies and innovations in the field of renewable energy to the country's economy, a proposal was made to further expand cooperation with the world's leading companies within the framework of the International Investment Forum of Turkmenistan to be held in Ashgabat on September 19-20 of this year. It is proposed to create a working group consisting of management representatives of relevant ministries and departments to prepare the draft plan. Listening to the report, the President noted that great attention is paid to the development of renewable energy in Turkmenistan. The country has positive conditions for the use of solar and wind energy. Our state successfully cooperates with international organizations in this field. The Turkmen leader approved the proposals and instructed to carry out the relevant work in the development of the plan for strengthening international cooperation in the field of renewable energy resources of Turkmenistan for 2025-2030. Several other issues related to state life were considered in the parliament and relevant decisions were made. President Serdar Berdimuhamedov concluded the meeting of the Cabinet of Ministers held via the digital network and wished the participants good health, family well-being, and great success in their work for the prosperity of the Motherland.
